The 20-year-old left-hander played three first-class matches for Derbyshire during the 2023 season, scoring 165 runs in five innings.
Wagstaff became the first Derbyshire player to take two wickets in their first over on debut, as he dismissed Yorkshire batters George Hill and Dom Bess at Scarborough.
He also hit back-to-back half-centuries at the end of the season, one against Yorkshire opening the batting then posted his top score, 78, in an counter-attacking knock at Cardiff against Glamorgan.
